How to report sexual assault in Pakistan

where to report

You can file a report at any police station, or at an Anti-Rape Crisis Cell (ARCC) located inside some public hospitals. Rape is a cognizable offence, so police can open an investigation and make arrests without a court order once you file a First Information Report, known as an FIR. The FIR must be filed at the police station covering the area where the assault happened. If you report at an ARCC instead, staff there will contact the local police station, which can cause delays.

what to bring

No document is required to file an FIR. You will need to give your name, address, and a description of what happened, including the date, time, and location. Bring identification if you have it, and any clothing or items that may hold forensic evidence, but their absence should not stop the police from recording your report.

the exam window

Only government hospitals designated as notified medico-legal centres can carry out the forensic medical exam. If you are a woman, a registered woman medico-legal officer, known as a WMLO, should examine you. Anti-Rape Crisis Cells, currently operating in Islamabad, Karachi, Peshawar, and parts of Punjab, can also arrange the exam. No official source gives a fixed number of hours or days within which the exam must occur, though earlier examination preserves more forensic evidence.

the deadline

No official source sets out a fixed deadline for reporting rape or sexual assault to the police in Pakistan. The Anti-Rape (Investigation and Trial) Act 2021 sets timelines for the investigation and trial once a case is filed, but this is not the same as a reporting deadline.
